AN INQUIRY into the management of regeneration initiatives in north Manchester has been set for October 19 when groups have been invited to give their verdict on progress. Manchester City Council?s Community Regeneration Scrutiny Committee agreed earlier this year to hold inquiries into the successes and failures of programmes in Moss Side and north Manchester. The first hearing in Moss Side and Hulme was held in July when 30 people were invited to take part from a cross-section of organisations involved in regeneration schemes in the area. Findings of the first hearing will be used to help focus on key issues when the committee comes to look at the performance in north Manchester. Only 18 of those invited attended the Moss side hearing which found the physical regeneration and the impact on revitalising the community had been a success and jobs and businesses had been created. There was some criticism of the way community consultation had been handled with some groups being left out and concern that crime remains a problem. It was also felt too little had been done to equip local, people with skills needed to take up new job opportunities. A dozen potential contributors have been invited to take part in the north Manchester inquiry that will look at the relationship between regeneration partnerships and external agencies. Links between regeneration programmes and mainstream services will be investigated and the committee will consider whether the timescale of regeneration programmes and the physical boundaries have been appropriate. They will also review the mechanisms for reporting on performance and look at whether appropriate economic and social indicators are used to measure success. Finding from both inquiries will be used to help avoid mistakes in future regeneration programmes and make sure best practice is followed. |
