OBJECTORS have failed to block plans to change a sandwich shop to a takeaway in a parade of Moston shops already supporting four hot food supper bars. Residents and other businesses in and around the parade next to the baths on Broadway complain there are already enough takeaways and another will damage existing shops. They also complain that litter, noise and parking are already problems and argue the proposal will make matters worse. Opponents are concerned that waste from the takeaways is causing a health hazard. They complain the existing takeaways encourage youths to hand around causing a nuisance and believe the latest addition will add to their fears. Under planning regulations, applications for hot food takeaways are normally considered taking into account the effect on residential amenity, parking and refuse storage. Applications are normally considered acceptable in a parade of eight or more shops. This proposal is within a parade of 12 shops together with the baths and falls in line with planning policy. Development control officers accept there are a number of flats above the shops within the parade but did not believe one more takeaway would make a substantial difference to noise levels. Conditions have been imposed to ensure noise and fumes are kept to a minimum and refuse storage and disposal arrangements are acceptable. Officers point out that the existing shop operates without any off street parking and there is a long parking bay in front of the parade which they consider acceptable. It was originally planned to open the takeaway up to midnight from Sunday to Thursday and up to 1am in the morning on Fridays and Saturdays. This was not considered acceptable and the hours have been limited to an 11.30pm finish from Sunday to Thursday and midnight on Friday and Saturday. |
