A LANDOWNER is threatening to hold town hall chiefs to ransom in a dispute over a planned retail and leisure park on a former tip in Cheetham.

Outline planning permission was granted for a mixed-use development including retail, commercial, industrial and leisure uses on the former Queen's Road tip in January 1999.

Developers Chartwell Land Plc have now submitted detailed proposals for the 63-acre site at the junction of Queen's Road and Cheetham Hill Road including 14 warehouses and a pub restaurant.

A drive-by fast-food restaurant is also planned on the junction of Cheetham Hill Road and Elizabeth Street with 1,164 parking spaces and 12 cycle stands accessible from New Elizabeth Street. Service vehicle access is planned from North Street.

Objections have been put forward by neighbouring landowners Suffolk House Developments who argue the access and floorspace plans are different to those approved in the outline plan.

They say the design is not acceptable and does not provide the most effective means of developing their land.

They have warned that, if the scheme proceeds without their agreement, Manchester City Council will be forced to buy their land from them to enable the development to proceed.

Company bosses point out this could be expensive and lead to delay in redeveloping and regenerating the area but could be avoided if the proposal was redesigned to their liking.

The city council's planning officials rejected their objections and will now refer the proposals to the Secretary of State who has the right to call a public inquiry before planning approval is granted.
