LAWS banning unauthorised street boozing have been approved in Manchester to include parts of Cheetham Hill. Manchester City Council have agreed to the byelaw they hope will help reduce the 'negative perceptions' generated by unruly or nuisance street drinkers. The byelaw will make it an offence to continue to consume alcohol after being warned not to by the police and allows the local authority to prosecute. The police will also have the powers to seize alcohol. Manchester's chief executive Howard Bernstein explained the laws, relating mainly to the city centre, will be used to deal with 'problem' street drinking rather than attack the 'pavement caf? culture'. The byelaw states that it can apply to "Any person carrying in a designated place an open glass bottle, can or glass which contains or has at any time contained intoxicating liquor." It is possible the byelaws, covering GMP's A3 sub-division including Cheetham Hill Road, could be in place by July unless there are objections. Signs indicating the areas where the byelaws are in force will be installed. |
